LABOR EMIGRATION FROM GEORGIA AND ITS STATE REGULATION

Summary 

In the article "Labor Emigration from Georgia and its State Regulation" is considered the problem of migration and its bitterness for Georgia. Emigration of work force from the country violates its demographic balance. In large countries it balances with immigration flows, but in a small poor country, particularly in Georgia, emigration-migration is negative, ie, the flow of exceeds exceeds flows of incomes.

Against this backdrop, Georgia's demographic perspectives are much cheaper. By 2050, its population will be reduced to 2575 thousand people by pessimistic predictions. Prognosticists claim the reason for external migration growth and decrease in childbirth.

The largest emigration flows from Georgia in the 90s have gone. This was the period of civil wars, internal conflicts and economic-political chaos. In 1991, 60,6 thousand people went to emigrate. Then the number of emigrants has decreased, but the attitude of leaving the country has not changed. The reason for this is unemployment, poverty and material hardship. According to the President of Georgia, 19% of the population is on the brink of poverty.

According to GRSIS studies, unemployment rate in Georgia is not 11.8% but 30%. This part of the population has no other way to save it from death and goes to immigration. For the last 12 years, immigrants from the country exceeded the number of immigrants in 2005 with 76.3 thousand in 2005, 34,2 thousand in 2009, 18.1 thousand in 2010 and 20,2 thousand in 2011. The number of immigrants in the following years exceeds the number of immigrants.

It is true that emigration is not only negative but positive as well, but in our view, the Georgian government should do everything to reduce the emigration rate and allow immigrants to get back to them.
